长距离引水工程对受水地水环境的影响评价——以浙北引水工程为例

摘要:

为了定量评价长距离管道引水供水工程是否会给受水地带来引水越多、污染越严重的现象,提出到户水价与生活污水排放量、工业用水重复利用率与废水排放量的定量关系式,实现了经济杠杆污废水减排作用的量化.以浙北引水工程为例,测算了该工程实施后嘉兴受水地的到户水价、入河污染物排放量,并通过嘉兴水环境模型模拟了受水地水体水质变化过程.结果表明:长距离管道引水供水工程引起的到户水价提升类似于经济杠杆作用,可以较大幅度地削减生活污水和工业废水的入河排放量,在农业生产方式不变的情况下存在改善受水地水环境的正面效应,不会引起受水地污染越来越严重的负面效应.

Abstract:

In order to objectively and quantitatively evaluate the possibility of the phenomena that more water transferred into the water receiving region by water diversion project, more serious the pollution in this region, the relationship formula between the tap water price and the domestic wastewater discharge, the industrial water reuse rate and the industrial wastewater discharge were proposed.  Based on the case of water diversion project to northern Zhejiang, the tap water price in the Jiaxing region was figured out, the pollutant loads discharged into Jiaxing rivers were estimated, and the variation of surface water quality in the Jiaxing region after the implementation of the project was simulated and evaluated. The results show that the piping water diversion project will raise the tap water price, which acts as an economicincentive measure on reducing water demand and abating the pollutant loads discharged from the domestic and industrial wastewater. It has a positive effect on the improvement of surface water quality in the water receiving region, and has no negative effect of  more serious pollution if the agricultural producing practice are not changed.
