土地城镇化与公共品供给之间的协调发展度评价

摘要： 贯彻新发展理念需要解决城镇化中土地开发与公共品供给之间结构失衡与比例失调的问题，推动两者之间的协调发展。利用浙江省2002—2016年地级市的数据，采用离差系数最小化模型对浙江省土地城镇化和公共品供给两要素间的协调度进行评价。研究发现，浙江省土地城镇化与公共品供给两者之间经历了失调（2002—2003年）、过渡（2004—2009年）和协调（2010—2016年）3个阶段。2006年以来的土地城镇化速度放缓与公共品供给提速，推动了协调发展度的提升。两要素之间的协调发展度呈现出明显的区域分化，浙东北地区的城市普遍优于浙西南地区。推动城镇化高质量发展需要分类调整要素的供给规模与结构比例，进一步提升要素间的协调发展度水平。

Abstract: To implement the new vision for development, we need to solve the spatial structural and proportion imbalance between land development and public goods supply in urbanization, and promote the coordinated development between them. Based on the data of prefecture-level cities in Zhejiang province from 2002 to 2016, this paper evaluates the coordination degree between land urbanization and public goods supply in Zhejiang province by using the minimum deviation coefficient model. Our study find that the land urbanization and the supply of public goods in Zhejiang province experienced periods of imbalance (2002-2003), transition (2004-2009) and coordination (2010-2016). Since 2006, the slowdown of land urbanization and the acceleration of public goods supply have promoted the coordinated development. The degree of coordinated development of the two elements shows obvious regional differentiation that cities in northeast Zhejiang are generally better than those in southwest Zhejiang. To promote the high-quality development of urbanization, it is necessary to classify and adjust the scale of supply and the proportion of structure of factors, so as to improve the level of coordinated development among factors.
