城市设计的三要素与城市设计效用的发挥

摘要：

通过对城市设计实施中存在问题的剖析,以及对提高我国城市设计实施效用的研究,指出“科学的城市设计概念、清晰的专业领域、务实有效的实施策略”这三项要素及其相互间契合程度是决定我国当前城市设计效用发挥的关键所在.城市设计的核心是关注公共价值领域的环境质量提升；开发与控制是城市设计专业实践领域的切入点；构建以“内容整合,全面渗透,弹性挤压,设计审查,公众参与”为特点的城市设计控制策略是弥补城市设计制度缺失的务实选择.
Abstract:

Methods to enhance the validity of urban design were researched through analyzing the issues exited in the implementation of urban design. Three elements of urban design, i.e., conception, field of specialty and operational tactics, and their correlation will determine the validity of the science of urban design in China. The core of the urban design conception is focused on enhancing the environmental quality of public realm. Development and controlling are two basic professional tools in practice. In order to offset the lack of urban design institution, it is a realistic way to conceive an urban design controlling policy which possesses the characteristics of “integrated content, full-scale pervasion, flexible extrusion, project checkup, public participation” and so on
