Abstract In order to improve the stability, reliability and practicability of special equipment—a integrated circuit card receiving and issuing card machine on highway, several self-patented technology, such as enhanced card box, card plane detection technology, card road detection and counting technology was adopted to develop a enhanced semi-automatic smart card (also known as IC card) receiving and issuing devices, which solved the problems, such as poor stability and reliability, easy to fail, of current semi-automatic and fully automatic card machine. This machine was tried and tested a long period on highway. The results indicate the index of this machine is far superior to current products．
