Abstract：This thesis is on the formation of the index systems of international tourism cities. It begins with the introduction to the general theory of internatinal cities. In the second part,it elaborates features and characteristics of an international scenic cities and analyses the probability of the proposals of some of China's cities to establish international scenic cities. The third part poses an index systems in the view of modernization、internationalization and motification,and compares the international scenic cities wouldwide. The ending section sums up the main viewpoints of this thesis and briefly out the ways how to build China's cities into the international scenic tourism cities.
