Abstract：In this paper, a mathematical model for the rank structure within a university is established,based on restriction on promotion rate and immigration quantity. A corresponding optimal control problem is formulated. By applying the maximum principle for discrete-time control systems, the optimal control (promotion rate,immigration quantity) in the closed form is derived. The result obtained is instructive in policy making.
