摘要： 本文在系统地分析流动人口基本特征的基础上，提出了流动人口管理的基本思路和目标模式。流动人口对城镇发展有着积极的推动作用，也给城镇的发展带来一系列的问题。对流动人口的管理是一项复杂的系统工程，其管理需要在统一思想认识的基础上，建立健全有关法规，由各有关部门积极协作，制订一系列的具体措施共同来完成。
关键词： 流动人口;  目标模式;  基本思路     
Abstract: ased on the systematic analysis of the main characteristics of flowing population, basic idea, purpose model and countermeasure of the management are put forward. Flowing population not only plays an active role in the urban development, but also brings about a series of problems. The management of flowing population is a complex systematic project, so we should develop active cooperation among related sectors and perfect relative laws and regulations.
